During a press briefing held at the CAO’s office on Thursday, Chief Administrative Officer (CAO) Amolatar Paul Mpiiwa addressed local councils one and two, as well as sub-county councilors.
He appealed for patience among councils, confirming that the processing of their payments has been completed.
The official announcement stated that the Ex-Gratia funds have been successfully transferred to Stanbic Bank, which will begin the distribution of tokens via mobile phones by the following week.
CAO Mpiiwa explained that the delays encountered were primarily due to the rollout of the new Electronic Cash (E-CASH) payment system.
This innovative approach is a significant shift from traditional cash payments, initiated in response to numerous complaints regarding potential fund misappropriation.
Mpiiwa refuted allegations suggesting misuse of funds for personal benefit, emphasizing that the E-CASH system is specifically designed to prevent such occurrences, which aligns with the government’s commitment to transparency and accountability.
Meanwhile, Deputy CAO Geoffery Vuciri encouraged local council leaders to diligently fulfill their responsibilities, noting that the government provides them with tokens of appreciation for their service and hard work.
Clerk to the Council James Odongo further elaborated on the reasons behind the payment delays, highlighting issues related to the verification of contact numbers.
He pointed out that many individuals submitted incorrect or incomplete National Identification Numbers (NIN), which has hindered the process.
Odongo assured the councils that the payments would be disbursed next week and urged those who have not yet provided correct contact details to contact him directly to ensure all individuals are able to receive their payments.
